Scope:

This handbook provides the operating instructions for the Model. The operating instructions track the creation of a Model data base called SAMPLE which is available to all users. The results of this process are presented beginning with figure 3. This handbook is not meant to be a tutorial guide for using the Model, but is presented as reference material for use prior to using the Model or any of its major functions.
