Scope:

"Certificates of admeasurement document the tonnage or internal volume of a vessel. The U.S. Coast Guard uses the established tonnage as the basis for their application of regulations relating to licensing, manning, and inspection of vessels. The tonnage is also used by various national administrations, agencies, and industry as the basis for costs, fees, taxes and tolls."
